RE: Implementation Update: Promoting Maximal Transparency Under the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic Acid Molecules

The NIH Office of Science Policy (OSP) recently sent the linked memorandum to all Site Contacts for Institutional Biosafety Committees (IBCs) currently registered with the NIH regarding an update to the requirements for posting IBC meeting minutes on an Institutional website.
As a Site Contact for your Institution’s Institutional Biosafety Committee (IBC) registered with the NIH, you should have received the memorandum (linked) from the NIH Office of Science Policy (OSP) with the subject line: "Implementation Update: Promoting Maximal Transparency Under the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic Acid Molecules” dated March 27, 2025.
As the memo states, “NIH expects that approved meeting minutes from all IBC meetings occurring on, or after this date will be posted publicly on an institutional website. It is NIH's expectation that minutes will be posted immediately after approval and once all appropriate and allowable redactions have been made. Please note that the provisions of this memo only apply to meetings taking place on, or after June 1, 2025.”
To assist your Institution in ensuring compliance with this new directive from NIH OSP, as of June 1st, 2025, Sabai IBC will be providing your Institution (via you as the registered Site Contact) with the meeting minutes from convened IBC meetings conducted on behalf of your Institution as soon as they are immediately available following approval. These will be provided to you via the Sabai IBC portal.
As the entity registered with the NIH OSP and responsible for conducting the research under review, your Institution will be responsible for posting the approved meeting minutes to the Institution’s webpage after redacting (if applicable) the meeting minutes to protect private and proprietary information and other confidential commercial information (as allowable) per Institutional policy.
